PROBLEM TO BE SOLVED: To provide an estimation device capable of estimating an actual operation status of a facility at a low cost, an estimation method and a computer program.SOLUTION: The estimation device includes: an operation parameter generation part 101 for determining value(s) of one or more components of operation parameter(s) that includes the value(s) of the one or more components indicating the operation status of the facility and generating one or more operation parameter(s); an energy simulation part 102 for calculating estimation information on an energy consumption quantity related to the operation parameter(s) by simulating the energy consumption quantity of the facility on the basis of the operation parameter(s); a cost calculation part 103 for calculating an evaluation value of each operation parameter on the basis of the estimation information on the energy consumption quantity and result information on the energy consumption quantity of the facility; and an optimum operation parameter selection part 104 for selecting one of a plurality of fist parameters on the basis of the evaluation value.SELECTED DRAWING: Figure 1
