PROBLEM TO BE SOLVED: To keep an attaching part of a wiping arm sanitary in a method withstandable against practical use.SOLUTION: A hip wiping device 1 includes: a wiping arm 5 including an attaching part 5a for attaching paper thereon; a wiping arm driving unit 4 for driving the wiping arm 5; a cleaning unit 9 for cleaning the attaching part 5a; and a seating detection unit 7 for detecting whether a toilet seat is seated. After the attaching part 5a is cleaned by the cleaning unit 9, a new paper is attached on the attaching part 5a and water on the attaching part 5a is removed. When the seating detection unit 7 detects no-seating, the cleaning unit 9 cleans the attaching part 5a. After the attaching part 5a is cleaned by the cleaning unit 9, the wiping arm driving unit 4 drives the wiping arm 5 to swing off the water on the attaching part 5a.
