An estimation unit generates the data showing the accessed value of output of oxygen sensor (6) at downstream side of catalyst (3), after computing the sum of time delay values related to operation of upstream side oxygen sensor and system side control unit (7b). Based on the output of estimation unit, control input for air-fuel ratio is determined.
