PROBLEM TO BE SOLVED: To improve the capacity of a foundation backing plate by forming the plate of a reinforcing fiber-mixed cement-based molding having specified bending elastic modulus and water absorptive rate. SOLUTION: A foundation backing plate for a building, interposed between a foundation and a sill is formed of a reinforcing fiber-mixed cement-based molding. The bending elastic modulus is set 1.0×104 to 10×104 kg/cm2 and the water absorptive ratio is set to be less than 10%. A reverse emulsion compound containing cement composed of cement, water, reinforcing fiber, and oily materials such as styrene monomer for instance is molded to form the foundation backing plate for buildings. In this way, deterioration of the compressive strength in a high temperature can be prevented and since there is no fear that it is deformed, the sill can be stably supported, and a creep deformation, crack, breakage, etc., caused by a long time use can be prevented. Further, since it is excellent in shape adaptability, concordance with the foundation and the sill can be improved and corrosion of the sill can be prevented and further, since the strength against shocks is high, a fear that it is damaged by vibration or shock of an earthquake can be lessened.
