PROBLEM TO BE SOLVED: To allow an operation to easily and smoothly perform monitoring work. SOLUTION: A camera controller 3 controls zoom quantity with respect to an ITV camera 1 and also controls horizontal and vertical wobbling movements via a camera drive device 2. A process data processor 4 discriminates a device projected currently on the camera 1, based on a control signal from the controller 3 by referring to a position correspondence relation data table 5. Then, the display data corresponding to the discriminated device are outputted among various process data which are inputted from a plant. An image processor 6 outputs a data mixed video signal obtained by mixing the display data with a video signal from the controller 3.
