PROBLEM TO BE SOLVED: To provide a water-dispersed type adhesive sheet which has a high rough-surface adhesion property and retention. SOLUTION: This water-dispersed type adhesive sheet, wherein an adhesive layer is formed from a water-dispersed type acrylic adhesive exerting an adhesive property at room temperatures which comprises a (meth)acrylic ester such as butyl acrylate, etc., as a main monomer component, is obtained by applying a water-dispersed type acrylic adhesive, wherein a solvent-insoluble content in a solid component is 20 wt.% or smaller, to a base material to form an adhesive layer, carrying out water evaporation to attain a solvent-insoluble content of 20 wt.% or smaller in the adhesive layer at the end of the water evaporation step, and subsequently crosslinking the adhesive layer. A water- dispersed type acrylic adhesive is prepared through emulsion polymerization.
