PROBLEM TO BE SOLVED: To provide a very rational and economic method capable of omitting a process of the mixing treatment of woody piece base material and binder when woody paving material is adjusted and very shortening a practicable time of the paving material. SOLUTION: Woody pieces with which binder is not practically mixed are laid on a base and are rolled to form a paving body, and then, urethane resin binder having 5-30 wt.% of solid content concentration is sprayed on the surface of the paving body to infiltrate it into the paving body, and it is made to gel in void of the paving body ast it is to form the paving body. Specially, before spraying the binder, the surface of the paving body is sprinkled with water in advance to recycle the voids of the paving body, and besides, woody sawdust powder is sprayed on the paving body before spraying the binder. The urethane resin binder uses underwater dispersing liquid of urethane prepolymer.
