PURPOSE: A video data transmitter is to transmit a compressed video data according to an importance, and a video data receiver is to restore the video data transmitted from the transmitter. CONSTITUTION: A video data transmitter comprises a compressing unit(30) and a coding unit (32). The compressing unit produces a region information(304) divided according to an importance of a video data, compresses the video data according to the region information, and outputs the compressed video data. The coding unit receives the region information and the compressed video data, codes the compressed video data by RCPC(Rate Compatible Punctured Coding) method according to a predetermined coding rule corresponding to the importance included in the region information, and outputs a channel codded video data to a communication channel by inserting a predetermined marker. A video data receiver comprises a decoding unit and a restoring unit. The decoding unit receives the channel codded video data from the communication channel, extracts a coding rate change information displaying a change of the coding rule by detecting a maker from the channel codded video data, and decodes it according to a predetermined coding rule corresponding to each region.
