PROBLEM TO BE SOLVED: To obtain a conversion circuit of a high-quality high-resolution interlaced scanning to progressive double scanning. SOLUTION: The circuit to interpolate the picture signal omitted in interlaced scanning and to convent into double speed progressive scanned signals is provided with a moving vector generation part 1 for generating the moving vector of each image, a movement detection part 2 for detecting the existence of movement in an image, a VT adaptive filter 5 for generating a signal of an interpolating scanning line by adaptively changing pass-band characteristics in a vertical/time frequency area in accordance with the moving speed of the image, and a still interpolated signal generation part 4 for generating an interpolated scanning line signal suited to a still image. In the still area of an image, an interpolated scanning line signal is generated by a signal generated from the generation part 4, and in the moving picture area of the image, an interpolated scanning line signal is generated by a signal generated by the coefficient value of the filter 5 which is determined by the moving vector generated by the generation part 1 and the moving information outputted from the detection part 2.
