SOLUTION: A screen 13 is provided in the cylindrical valve body 11 of an inlet valve 1 consisting of a rotary valve installed on the inlet of a water wheel 3 and the foreign article 21 contained in the water passing the valve body 11 is caught by the screen 13 and also held is the cylindrical space of the valve body 11. The foreign article in the valve body 11 is discharged from a discharge port 10b to the valve outside by pouring the pressurized water from the water supply port 10a provided in the valve trunk 10 at the valve closed time when the valve body 11 is rotated by 90 deg.. When the foreign article 21 is passed through the screen of a dam water intake port, this foreign article 21 is caught by the inlet valve 1 and the drive part is not damaged by flowing the foreign article 21 in the water wheel 3.
