PROBLEM TO BE SOLVED: To always clean private parts with water soft to the skin at a low cost and with excellent practical applicability, by installing a replaceable means of purifying water on the way of piping for delivering water to private parts cleaning device. SOLUTION: Reductant is delivered into raw water little by little from a reductant-charged cartridge 5 which can be attached and detached to/from a reductant delivering body 4, and residual chlorine included in running water is reduced to obtain a harmless chlorine ion. Water is heated instantaneously to appropriate temperature by a heater 6 mounted on the way of piping. The reductant-charged cartridge 5 is formed so as to be capable of being replaceable by a user from the outside of a private part cleaning device 9. A cleaning nozzle 7 is extended to the outside of the private part cleaning device, mainly upon request of water delivery, private part cleaning water 8 is delivered, and after the cleaning, it is stored in the private cleaning device 9 again. It is thus possible to always clean a private part with water easy on skin at a low cost and with excellent practical applicability.
