PROBLEM TO BE SOLVED: To produce a cosmetic agent for beautifying and whitening comprising a combination of a gel sheet for beautifying and whitening consisting essentially of water, a hydrophilic polymeric material and ascorbic acid or its salt or a derivative thereof with a deoxidizer and capable of providing especially the active ascorbic acid or its salt or derivative thereof and immediately effective beautifying and whitening effects due to the gel sheet for the beautifying and whitening for each use unit together with the deoxidizer hermetically sealed in an air-impermeable packaging material and extremely improving the quality maintaining properties and long-term stability of the quality for each use unit and further affording extremely improved beautifying and whitening effects even after long-term preservation and to provide a method for producing the cosmetic agent. SOLUTION: This cosmetic agent for beautifying and whitening comprises a combination of a gel sheet 1 for beautifying and whitening consisting essentially of water, a hydrophilic polymeric material and ascorbic acid or its salt or a derivative thereof with a deoxidizer 2 and the gel sheet 1 for beautifying and whitening for use unit together with the deoxidizer 2 is hermetically sealed in an air-impermeable packaging material 3.
