PROBLEM TO BE SOLVED: To obtain a cosmetic having a massaging effect of blood circulation, etc., caused by a warm temperature effect and excellent spread free from liquid dripping by making the cosmetic include a cationic cross-linked copolymer and a specific solvent but substantially not water. SOLUTION: This cosmetic contains (A) a cationic cross-linked copolymer and (B) a solvent having a negative hydration heat (e.g. polyethylene glycol) in the ratio of preferably 1-5 wt.% of the component A and 60-98 wt.% of the component B, but substantially not water. The component A is obtained by subjecting one or more cationic group-containing vinyl amide such as preferably diethyl N,N-dimethylaminoethylmethacrylate sulfate, one or more amide group-containing vinyl monomer such as N,N-dimethylacrylamide and one or more cross-linkable vinyl monomers containing two or more vinyl groups in the molecule such as a polyethylene glycol dimethacrylate as essential constituent monomers to radical polymerization.
