Broadcast control channel (421) is divided into two types of data fields. One (4211) for data which needs to be available for each frame and one (4212) for flexible broadcast information. Broadcast control channel (BCCH) (421) is divided into two types of data fields (4211,4212). Broadcast information which does not have to be transmitted in each frame is transmitted in any sequence The first data field (4211) transfers broadcast information to be permanently transferred. Format and length of field is set. Second data field (4212) contains flexible broadcast information, has one or more information elements (6) fixed or variable in length. Each information element has a header (7) containing identifier (8), which describes types of information element (6). If information element has different lengths, information of length is part of header. Information for fixed data field (4211) are data needed for each frame, e.g. about position of random access channel, or time critical information.
