PROBLEM TO BE SOLVED: To inhibit ignitions of flame stabilizers from interfering with each other and thus improve frame holding performance in a combustion burner and a boiler.SOLUTION: A combustion burner includes: a fuel nozzle 61 for jetting fuel gas obtained by mixing pulverized coal and air; a combustion air nozzle 62 for jetting fuel gas combustion air from the outer side of the fuel nozzle 61; a secondary air nozzle 63 for jetting secondary air from the outer side of the combustion air nozzle 62; and a flame stabilizer 64 having a first flame stabilizer body 71 that is disposed at a tip of the fuel nozzle 61 leaving a predetermined interval from an inner wall surface 61a of the fuel nozzle 61 and has a ring shape in which an axial line in the fuel gas jetting direction is a center O.SELECTED DRAWING: Figure 1
