PROBLEM TO BE SOLVED: To shorten the time until to the start of transmission by restoring the corresponding sub data by using a compressed dictionary when a receiving means receives the compressed dictionary, generating a reproduced compressed dictionary when the compressed dictionary is not received, restoring the corresponding sub data by using this reproduced dictionary and displaying reproduced image data from the reproduced image data. SOLUTION: There are reader information 4, a compressed dictionary 6 and compressed scan data 3 are the transmission data. Respective transmission data have class flags at the heads for enabling a receiving means 10, which receives the transmission data to discriminate the kinds of data. An original image 1 transmitted by the transmission side which includes a transmitting means 8 is divided by a dividing means 2. The dividing means 2, for example, divides the pixels of the original image 1 into blocks of 4 rows by 4 columns, samples the pixel data which occupy the same position of each block in one time scanning and generates scan data 3. The data are given a scanning number.
