PROBLEM TO BE SOLVED: To prevent a noise by reduction in an air amount, to reduce an exhaust gas amount, to lower a loss heat quantity and to achieve an energy conservation by adding a suitable amount of water or waste liquid to a using fuel, and completely burning it with an air ratio to a specific value or below. SOLUTION: A suitable amount of water or waste liquid is added to using fuel of 100%, and the fuel is completely burned with an air ratio of 1.0 or below. For example, when an adding amount of the water is set to about 20 to 25% and the air ratio (to oil) is set to 0.88 to 0.95, a temperature of a flame temperature or above is obtained when a heavy oil of 100% is used, a burner flame is a blue flame like a gas combustion flame and the fuel is stably burned. As a result of a reduction in an air amount to 2/3, a combustion sound of a burner is lowered, and a noise can be prevented. Since an introduction of the air is reduced, an exhaust gas amount is decreased, and a loss heat quantity is lowered. When an industrial waste moisture is added instead of the water and the fuel is burned, it is aided to a waste liquid treatment.
