PROBLEM TO BE SOLVED: To provide a method for modifying the electric field of a fluid that is ionically or electrically biased with extrinsic electromagnetic waves or the like by efficiently restoring the biased state to the equilibrium one of the fluid by a simple means. SOLUTION: A sintered ferrite magnetic material is arranged to the ultrasonic transducer oscillating the ultrasonic vibration of about 1-10 MHz of oscillating frequency with a prescribed output near the fluid body. The electromagnetic wave absorption action of the sintered ferrite magnet is amplified by the ultrasonic vibration energy acting on the sintered ferrite magnet and allowed to act on the fluid body, thereby the ions in the fluid body neutralizes the electromagnetic strain of the ions in the fluid and modify the fluid electrically.
