PROBLEM TO BE SOLVED: To obtain a surface-treated powder having excellent water resistance and ultraviolet light absorption as well as a lipophilic property to show a good dispersibility in an oily solvent, which is applicable to use in a dermatological compsn., a coating compsn., a resin compsn., and a container. SOLUTION: One or more of org. compds. having an atom and/or a polar group with a lone electron pair in the molecule and water, or a hydrolysis retarding agent in addn. thereto are added to a titanium alkoxide, an oily soln. thereof, or an oily dispersion thereof. The surface of a powder as a nucleus is surface-treated with one or more selected from the group consisting of a transparent oily dispersion of titanium dioxide obtd. by hydrolyzing the mixture, a film forming compsn. obtd. by condensing the dispersion or eliminating the dispersant from the dispersion, and a lipophilic titanium dioxide powder obtd. by eliminating the dispersant from the oily dispersion followed by drying or baking, in order to obtain a surface-treated powder. This powder is applied to a dermatological compsn., a coating compsn., and a resin compsn. as well as a container.
