PROBLEM TO BE SOLVED: To avoid contact between coupling plates and a tape by providing the coupling plates toward the lower side from the right and left end portions of the main surface plate and forming a recess to the part facing the tape at the rear internal surface of both coupling plates. SOLUTION: A hub brake 8 consists of a main surface plate, a couple of brake pawls extending to the rear hub side from such main surface plate, coupling plates extending to the lower side from the right and left ends of the main surface plate, an arm extending to the front side from such coupling plates and a projection 85 provided at the end part of the arm. At the position facing the tape at the rear internal surface of the coupling plates, a chamfering part 87 is formed through tapering toward the rear external side and this part is formed as the recess, for example, as the stepped portion. When the tape 4 is guided to the front side with a pair of pins P, if the wound tape diameter is large, the tape 4 is located closer to the coupling part of the hub brake 8 but if the tape is in contact with the coupling plate, it never receives any damage owing to such recess.
