PROBLEM TO BE SOLVED: To provide an image identifying device, which can newly register an image, which has not been registered in the image identifying device, and can be applied even to the new design of paper money or securities by dividing an inputted image into blocks in a prescribed size, detecting a feature amount for every block unit and identifying whether a specified image is included in the inputted image or not on the basis of this feature amount. SOLUTION: A specified image recognizing part 37 detects whether the specified image exists in read image data or not. A second resolution converting part 38 converts the read image data to a prescribed resolution. On the basis of the image data converted to the prescribed resolution by the second resolution converting part 38, a recognizing part 39 recognizes the specified image. A mode selecting part 41 selects whether the input image is to be registered or to be recognized. A register part 42 registers the feature amount of the image data. When the mode selected by the mode selecting part 41 is in a recognition mode, a CPU 32 dispatches recognition mode information through a serial communication line 40 to the recognizing part 39 and the recognizing part 39 receives this information and executes recognition.
