PROBLEM TO BE SOLVED: To provide a programmable controller capable of deciding and performing an optimum restarting method by itself and its stating method. SOLUTION: A variable memory 36 stores variable data defined in an application program. An updation state storing part 32 stores an 'updation stage flag' indicating whether or not an application program is updated. An operation stage storing part 33 stores an 'operation stage flag' indicating whether or not abnormality occurs in the operation state of a corresponding PC. An operation power supply cutout storing part 34 stores a 'cutout flag' indicating the state (whether or not power supply cutout is normally performed) of a process unit 30 when power supply is cut out. A CPU 31 decides the validity of a variable stored in the memory 36 on the basis of the stored contents of the parts 32 and 33 when the application program is started, automatically decides whether to make a starting method warm start or cold start and carries out it.
