PROBLEM TO BE SOLVED: To provide a traffic flow picture with reality and without the exposure of privacy by deleting or masking a part containing the privacy part of a passing vehicle picture and outputting the obtained picture as a distribution picture. SOLUTION: A TV camera 20 is installed on or at the side of the roadway 25 and the picture which is image-picked up is sent to a picture processor 22 through a picture transmitter 21. A picture processor 22 is installed in a center or a repeating place. The picture from the picture transmitter 21 is taken in and a prescribed picture is obtained. It is distributed through the transmission system 23 of Internet and the like and it is sent to a display device 24 as a terminal. The picture processor 22 takes in the picture in a processing 30 and detects an entering vehicle in a processing 31. In a processing 32, the feature of a next vehicle is extracted and the video of a privacy part is masked or deleted. The picture is compiled in a processing 33 and in a processing 34.
