PROBLEM TO BE SOLVED: To improve total monitor performance by preventing measurement precision from decreasing. SOLUTION: The image monitor device generates the positional relation among a three-dimensional scene model 11 showing the surface structure of a monitored space 1 and the arrangement of structures, a three-dimensional shape model 13 for an object body to be monitored, a three-dimensional motion model 14 for the object body to be monitored in the monitored space 1, an image pickup means 2, and the monitored space 1, extracts the object body in the monitored space 1 from an input image and traces it while performing mutual conversion between two-dimensional information and three-dimensional information in the monitored space 1 by using mutual converting means 8 and 8' according to those models and positional relation, and calculates and outputs the reliability of the result as a monitor result.
