PROBLEM TO BE SOLVED: To securely extract only character data representing a character even if the relation of density between the character and character entry frame is not uniquely determined. SOLUTION: An image data density counting part 12 finds the density distribution of image data stored in an image data storage part 11. A left oblique density counting part 13 and a right oblique density counting part 14 detect and count oblique equal-density pixels. A character frame is composed of ruled lines, so no density contour appears obliquely. A density area decision part 15 decides respective density ranges of character entry frame data, character data, and ground data by referring to the count results and density distributions of density of the equal-density pixels. A character area detection part 16 binarizes pixels in the density range of the character data into black pixels and pixels in other density ranges into white pixels to generate a binary image consisting of the character data.
