PROBLEM TO BE SOLVED: To relieve a feeling of unfairness to be given to a user of each terminal device without lowering work efficiency in the each terminal device when printing requests are outputted from plural terminal devices approximately at the same time. SOLUTION: A printer 1 to execute a printing processing regarding printing jobs from terminal devices PC1 to (n) is provided with a data managing part 11 and an order control part 16. The printing jobs are saved, supplied to an interpreter 13 according to a printing order decided in the order control part 16 and order information of plural printing jobs being saved is supplied to the order control part 16 by the data managing part 11. Printing processing time by the every printing job is calculated based on the order information by an arithmetic part 16b of the order control part 16. Total degree of dissatisfaction by the every printing order is calculated after calculating ratio between waiting time and printing processing time by the every printing job as a degree of the dissatisfaction by an arithmetic part 16c. The printing order in which a value of the total degree of the dissatisfaction becomes minimum is selectively set by a setting part 16d.
