PROBLEM TO BE SOLVED: To prepare a water- and oil-repellent agent composition showing high water- and oil-repellent property even under a strong physical action such as washing and capable of imparting soft feeling to the surface of fiber by including a specific water- and oil-repellent polymer in a defined quantity and a medium as essential ingredients. SOLUTION: This composition comprises (A) a polymer containing structural units of a polymerizable monomer having a polyfluoroalkyl group and expressed by formula I (wherein, R12 is a polyfluoroalkyl; Q2 is a divalent organic group; R2 is H or methyl), (B) a compound [e.g. F(CF2)8CH=CH2, or the like] expressed by formula II (wherein, R11 is a polyfluoroalkyl; Q1 is a single bond or a divalent organic group; R1 is F, H or methyl) and (C) a medium consisting of water alone or water and a water soluble organic solvent as essential ingredients in a weight content ratio (the ingredient B/the ingredient A) of 0.1-10%. It is preferable that the composition additionally contains a nonionic surfactant and that a weight content ratio (the ingredient A/the ingredient C) is 1-50%.
