PROBLEM TO BE SOLVED: To provide a device having no brightness irregularity by coating respective adhering surfaces of first and second substrates and a support material that constitute an envelope with a thermal fusion adhesive, filling gas into the envelope to heat it, and sealing the envelope. SOLUTION: A first substrate comprising an insulating material including a phosphor and an electrode and a second substrate comprising an insulating material including an electrode of a wiring or the like and a phosphor exciting source are faced to each other in a prescribed interval using a support material, respective members are adhered to each other using a thermal fusion adhesive to form an envelope. After at least respective adhesive surfaces between the first and second substrates and the support material which constitute the envelope are previously coated with the thermal fusion adhesive, one or more kinds of gasses selected from inert gas, reducing gas, and non-reducing and non- oxidizing gas are made to flow at a prescribed flow rate in the envelope for heating it, and the envelope is sealed in a state that the first and second substrates are held mutually in a prescribed interval.
