PROBLEM TO BE SOLVED: To obtain a liquid crystal composition and cosmetic having good familiarity to skin and imparting to smooth touch feeling when used as skin care cosmetic and having good familiarity with makeup and high makeup- removing effect when used as makeup removal and having good familiarity with hair and having good use touch feeling capable of imparting gloss when used as hair care cosmetic. SOLUTION: This liquid crystal composition comprises (A) 10-45 wt.% nonionic surfactant, (B) 10-45 wt.% polar oil, (C) 1-70 wt.% silicone oil and (D) 5-70 wt.% water and compounding amount of the components A and B is 20-85 wt.% and the composition has liquid crystal phase and/or isotropic surfactant continuous phase.
