PROBLEM TO BE SOLVED: To obtain a data transmission controller that individually monitors respective communication faults occurred in any of LANs in duplicate and reports the result to them. SOLUTION: A data transmission controller 10 is provided with a reception management means 20 for communication information via communication line networks 100a, 100b in duplicate, a timer means 30 for monitoring delays in the arrival of the communication information and a transmission management means 40 for the communication information to each of the communication line networks 100a, 100b. The means 40 transmits user data with a LAN header added thereto to each of LANs 100a, 100b. The reception management means 20 decodes a plurality of datagrams in a proper transmission sequence, selects data arrived first from among datagrams received via both the LANs 100a, 100b and transfers the data to an application program 50. The timer means 30 monitors the arrived information with a delay and evaluates the result.
