PROBLEM TO BE SOLVED: To reduce torque fluctuation, etc., of a rotating electric machine whose rotor has permanent magnets. SOLUTION: Permanent magnets 26 are arranged near the outer circumference of a rotor 22 with predetermined intervals in a circumferential direction. The permanent magnets 26 are buried in a rotor core 24 and are not exposed from the outer circumferential surface of the rotor core 24. Pole grooves 34 are formed in the parts 32 of the outer circumference of the rotor core 24 which cover the permanent magnets 26 in parallel with a rotor shaft. Or, salient pole grooves may be formed in the outer circumferences of salient poles 28 which are the portions of the rotor core 24 between the permanent magnets 26 in parallel with the rotor shaft.
