PROBLEM TO BE SOLVED: To provide an ice storage system in which cold heat of water can be taken out efficiently while combining internal melting and external melting. SOLUTION: The ice storage system comprises a refrigerating machine 2 for cooling brine, a heat storage tank 3 incorporating heating tubes 8 for making ice with brine and melting the ice, brine piping 9 for circulating brine through the heating tubes 8 and the refrigerating machine 2, primary piping 16 for circulating water in the heat storage tank 3, as primary cooling water, through the outside of the heat storage tank, and a controller 23 for controlling the flow of brine and primary cooling water. The controller 23 begins circulation of primary cooling water through the primary piping 16 using the part around the heating tubes 8, melted by the brine in the heating tubes 8, as a water channel.
