PROBLEM TO BE SOLVED: To generate an image where sharpness of characters and gradation of a photograph are made compatible by accurately discriminating an image area separation in the unit of one pixel of a read image at a high-speed without causing a pseudo contour at a boundary of a character area and a photographing area. SOLUTION: A 1st arithmetic section 1003 calculates a sum of absolute values of differences of image signals between a prescribed pixel in a prescribed two-dimensional area including a pixel of interest in a read image and peripheral pixels of the prescribed pixel in the prescribed two-dimensional area, and a 2nd arithmetic section 1004 calculates the total sum of the arithmetic results of each pixel in the prescribed two-dimensional area. A discrimination section 1005 discriminates whether the pixel of interest is a pixel in a photographing area or a pixel in a character area, and image processing and an image forming method with respect to the pixel of interest are selected based on the discrimination result.
