PROBLEM TO BE SOLVED: To suppress overrun data by allowing the occupation of a general bus for a bus use request from a device connected to the general bus and inputting and outputting image data from an image input device, providing multiple priority level patterns given prescribed priority levels, and using a priority level pattern which has a higher priority level than before when an instruction is given. SOLUTION: Several patterns of the bus use right are stored in an arbiter 1004 and when an indication for an image forming process is inputted from, for example, an operation part 1015, a CPU 1001 rewrites the contents of a setting register in the arbiter 1004 to change the priority of the bus use right. Thus, the use right priority of the general bus 1006 is switched between image forming operation and others and then image data can stably be transferred even when a device which does not relate to the image forming operation is connected to the general bus 1006, so an overrun of data can be prevented.
