PROBLEM TO BE SOLVED: To support quick and accurate situation grasping in a disaster. SOLUTION: A ground photographing instructing device 1 presents a plurality of photographic patterns to an operator for allowing the operator to select one of them, and to input a photographic condition related with photographing. The ground photographing instructing device 1 generates photographing instruction information including the information of the selected photographic pattern and the inputted photographic condition, and transmits it to a board photographing device 2. The onboard photographing device 2 receives the photographing instruction information from the ground photographing instructing device 1, and generates a photographic plan including a flight path and a photographing position on the flight path based on the photographing instruction information and the flight state of a helicopter 3, and presents the flight path to a pilot, and operates photographing at the photographic position on the flight path according to the photographic plan, and generates photographic information by applying accessory information related with a photographic picture to the photographic information, and transmits it to the ground information display device 4. The ground information display device 4 receives and stores the photographic information, and displays the photographic picture.
