PROBLEM TO BE SOLVED: To improve the detecting precision of an object under an environment in which a background fluctuates. SOLUTION: Background pictures 110-116 in each time phase are held corresponding to the temporal fluctuation of a background. A differential picture between a present picture 120 obtained by an image pickup means and each background picture is obtained, and a picture commonly appearing in them is detected as a non-background image. In detail, differential binarized pictures 130-136 between the present picture and the background pictures are added so that a synthetic picture 140 can be obtained, and the presence or absence of a region having a data value equal to a number N of the background pictures is detected in this synthetic picture. This detection is operated by binarizing the synthetic picture by using the number N as a threshold. A person image 152 being an object to be detected commonly appearing in all the differential binarized pictures 130-136 is formed in a synthetic binarized picture 150.
