PROBLEM TO BE SOLVED: To freely set a pulse width which is in matching with respective conditions of a highlight part, an intermediate part and a high density part or the like and to prevent gradation deterioration in collapsed dots and a thin spot in isolated points or the like. SOLUTION: This image output device is provided with a binary processing means 112 that conducts binarizing of image data to convert the data into binary image data, a smoothing filter 115 that obtains a weighted mean value from each pixel on the basis of a target pixel value of the binary image data and pixel values of pixels around the target pixel, a pulse width conversion means 116 that converts the weighted mean value into a gradation level to cause the gradation level to convert into a pulse width, a pulse generating means 117 that generates a pulse signal on the basis of the target pixel value of the binary image data and the pulse width, and image forming means (120, 130, 140) that light causes a light emitting element to emit light, on the basis of the pulse signal to form an image.
