PROBLEM TO BE SOLVED: To stably hang a bicycle for parking and storing by comprising a hanging member for hanging and storing the bicycle, and a towing device for towing the bicycle to a position of the hanging member. SOLUTION: When an operating cord 31 is downwardly pulled, an operation reel 36 is rotated, and then a hoisting reel 35 is rotated, whereby a wire 30 is hoisted. When a hand of an operator pulling the operating cord 36 is stopped, a brake is automatically applied by the action of the hoisting reel 35 engagement piece and a brake spring. When the wire 30 is wound on the hoisting reel 35, a front wheel of a bicycle is hung up by a hook 32. When the hook 32 reaches a position slightly upper than a hook 2 fixed to a beam pipe 11, the operation of the operating cord 31 is stopped, the hook 32 and the hook 2 are vertically aligned, and the wire 30 is lowered by operating the operating cord 31. Then the front wheel of the bicycle is transferred from the hook 32 to the hook 2. Thereby the bicycle can be stably hung to be parked and stored.
