The pull-back and tensioning device has a conversion device (28) fitted to the tubular casing (3) to take torsion from it or transmit torsion to it. There is an elastic device (27) with first ends (8a, 10a, 30a, 51) on a fixed carrier and second ends (8b, 9b, 10b, 30b, 56) connected to the conversion device, transmitting a linear motion. The elastic device can be compressed or released along a straight translational path.
