PROBLEM TO BE SOLVED: To enable a program before communication to be recovered when any device abnormality has occurred by providing a central storage device for recovery for preserving program data before updating until a backup instruction instructing to copy all data in a central storage device for operation comes from a high-order station. SOLUTION: This device is provided with a high-order station 1 for downloading an update program to a base station 2 and the base station 2 for running the update program downloaded from the high-order station 1. A download flag 44 holds a state at the time of reset even in the case of reset and stores the presence/absence of download operation. Since all data in the central storage device 4 for operation are copied according to the backup instruction from the high-order station 1, a central storage device 5 for recovery preserves program data 53-1, 53-2, 53-m before updating until the backup instruction comes from the high-order station 1.
