PROBLEM TO BE SOLVED: To change a ballast track bed to a concrete track bed by smoothly and rapidly placing flowable mortar without loss of an elastic support function of sleepers. SOLUTION: When a ballast track bed is changed to a concrete track bed by injecting liquefied mortar, the sleeper elastic track device is installed in the track bed. In this case, a vibrationproof box 6 of the device is constituted of a first vibrationproof box member 6a provided with a bottom plate, both side plates, and end plates and further, opposite openings and an upper opening and a second vibrationproof box member 6b. Respective opposite openings are connected water-tightly and assembled to constitute the device. The vibrationproof box 6 is constituted as a vibrationproof box having a form function. Flanges for fixing the lid form to be installed on the track bed face on injecting mortar are provided at the periphery of the upper face.
