SOLUTION: A controller sets a gradient value and an upper limit value according to the size of an initial deviation value and outputs a smaller value of a value calculated by an arithmetic curve set so as to output the upper limit value when a position deviation value is larger than a deceleration point deviation value and to output a value between the upper limit value and a prescribed lower limit value when the position deviation value is smaller than the deceleration point deviation value and a value increased gradually from the gradient value from time when a control is started as a speed command value of a power generation means and an opening command value of a flow rate control valve.
