PROBLEM TO BE SOLVED: To provide a plate cylinder device making it possible to print promptly an image of uniform density in the whole even when printing is conducted, with a fresh stencil master wound, after an apparatus is left unused for a long time, by preventing evaporation of ink effectively. SOLUTION: An ink cover 41 inside a plate cylinder is left in contact with the inner peripheral surface 6i of the plate cylinder 6 even when a printing apparatus is left unused for a long time. Thereby ink 42 sticking on the inner peripheral surface 6i is not put in an open state to the air and evaporation of the ink and consequent denaturization thereof can be prevented. Besides, it is possible to prevent occurrence of a large amount of spoilage in an incomplete printed state, at the restart of printing, until an image of uniform density in the whole is printed on printing paper, and an excellent printing state can be obtained promptly. By positioning the ink cover 41 at a detached position on the occasion of printing, a rotating motion of the plate cylinder 6 is not hindered and execution of high-speed printing is enabled.
