PROBLEM TO BE SOLVED: To decrease the number of storage means needed to save programs by which arithmetic means for numerically controlling motors calculate command values. SOLUTION: According to programs that arithmetic means 29 and 35 read by accessing a common program storage means 37, the arithmetic means 29 and 35 calculate currently needed command values from target data regarding motor groups 12 and 13 to be controlled that they read out of target data storage means 26 and 36 and output the target data to numerically control the motor groups 12 and 13 as set. If the arithmetic means 29 and 35 have a collision when accessing the program storage means 37, an arbitrating means 27 performs arbitration for making one means meeting a priority condition, thereby attaining the mentioned purpose.
