PROBLEM TO BE SOLVED: To provide a magnetic recording and reproducing device, with which a warning of the deterioration of a recording medium can be given to a user by grasping the number of times of uses and an image can be automatically controlled corresponding to the number of times of uses, even when plural recording media are arbitrarily used or the same user does not use a certain recording medium. SOLUTION: This device is provided with a writer 1 for writing the number of times of recording and the number of times of reproducing onto a recording medium at recording and reproducing, a reader 2 for reading values written on the recording medium at the time of recording and reproducing, block detector 3 for detecting a running block from the running speed of the recording medium, counter controller 4 for determining the value to be written by the writer 1 from the value read by the reader 2 and a signal from the block detector 3, a setter 5 for setting the using limit of the recording medium, a comparing means 6 for comparing the contents of the counter controller a with the contents of the setter 5, and warning device 7 for issuing a warning according to instruction from the comparing means 6.
