PROBLEM TO BE SOLVED: To realize communication by a machine type before advised revision, which has the ability of confidential communication but cannot realize communication by a standard protocol procedure. When the opposite machine cannot receive SUB and it has NSS confidential reception ability (Step 409 YES), the confidential box number is set in FIF of the NSS command and the NSS command is transmitted to the opposite machine (Step 410).
