PROBLEM TO BE SOLVED: To provide an image processor and an image processing method by which a program code size can be reduced and a processing amount performed in unit time can be increased. SOLUTION: This image processor is provided with a CPU 2572 for issuing an instruction based on an application program code and a processor part 2573 for generating a control code for controlling an element processor as the specifications of the issued instruction. The processor part 2573 is provided with a program control part 257 provided with an application variable data holding part 25736 for storing arithmetic information such as an address and an arithmetic length in one area, an instruction development part 25732 for decoding the issued instruction and extracting address information, execution parts 25733 and 25734 for reading desired arithmetic information from the application variable data holding part 2573 based on the address information extracted in the instruction development part and an output data holding part 25735 for generating the control code based on the arithmetic information read in the execution part and outputting it to the element processor.
