PROBLEM TO BE SOLVED: To provide a sheet for forming internal charge capable of forming internal charge advantageous in terms of transferring and holding toner at the time of transfer, and desirably controlling the polarity of the internal charge according to a current direction, and a transfer method in which the sheet is used as an intermediate transfer belt or a transfer carrying belt so as to form the internal charge on the belt and appropriately transfer and hold the toner. SOLUTION: As for this semiconductive sheet for forming the internal charge, the deviation of positive or negative charge density is formed in the vicinity of a center part in the thickness of the sheet in a state where a DC current flows from either surface to the other surface.
