PROBLEM TO BE SOLVED: To shorten the execution time of register mapping. SOLUTION: A first candidate output value generator 42 generates a first candidate output value C1 different from a received input value (r) by a first offset value (x), and a second candidate output value generator 44 operates during the operation of the first candidate output value generator 42 and generates a second candidate output value C2 different from the input value (r) by a second offset value (y). The difference between the offset values (x) and (y) is equal to a difference between critical values within the range of allowable output values. With respect to the arbitrary input value (r) within the range of allowable input values, one of candidate output values C1 and C2 is in the range of previously selected output values and the other candidate output value is out of that range. A value determining device 46 within the range determines which one of candidate output values C1 and C2 is in the range of previously selected output values and as an output value (p) corresponding to the input value (r), and output value selector 48 selects either of candidate output values C1 and C2 determined to be in the range of output values.
