PROBLEM TO BE SOLVED: To provide a floor heating panel having a light weight while holding a strength without bringing about a temperature unevenness. SOLUTION: The floor heating panel comprises a groove 3 recessed upward and provided on a lower surface of a plate-like heat insulation core material 2, piping 4 arranged on the groove 3 in which a heating medium flows, an upper surface plate 5 and a lower surface plate 6 made of metal respectively provided on an upper surface and a lower surface of the core material 2, and a heat transfer plate 7 fixedly contacted with the plate 6 and covering a side face and an upper surface of the piping 4.
